They removed the option. Even if you boot with WiFi off. So now you have to open CMD and run the command OOBE\BYPASSNRO reboot and it’ll give you the option to skip. Had to look that one up cause yeah it used to be just boot w/o Ethernet plugged in


Ran into this shit yesterday trying to set up a laptop for someone where I had no internet access.
Imagine having everything ready to go on a USB drive and you can’t get past the second screen unless you find WiFi.
At least this command still works, but damn.
